- Part: Part B: Settle in
- For: Everyone aged 16 or over
- Last checked: 14 October 2026

BakQ is the Basque Government's free online ID. You log in with your ID number, a password and a code sent to your phone by SMS.

## Before you start

- Your [TIE](https://autonomo.eus/steps/tie-card) or EU registration certificate, or a valid passport
- An email address
- A mobile phone

## What it unlocks

- The online offices of all three Haciendas Forales
- Osakidetza, the Basque health service
- Basque Government services

## How to do it

**In person:**

1. Choose an office and book an appointment if it needs one. Find one on the [Izenpe map of BakQ points](https://www.izenpe.eus/puntos-de-solicitud-de-bakq/webize00-cn2ciudadania/es/): filter by "Territorio Histórico" (territory) and "Municipio" (town). For a Zuzenean office, [book online](https://www.euskadi.eus/cita-previa-zuzenean-v7/) or call 012 (945 018 000 from outside Euskadi).
2. Bring your ID document. Staff fill in the request with you.
3. You get an email from Izenpe, the Basque digital ID agency.
4. Follow the link in the email: confirm your details, set your password with the SMS code, and accept the terms. The SMS brings a temporary password, which you change for one of your own.

**Online:** you can also request BakQ on the Izenpe website with video identification, showing your TIE. Open [Izenpe's online requests page](https://servicios.izenpe.com/solicitud_online/verificarNewWelcome.do?tipo=bakq&lang=ES) and choose "Solicitar online con VIDEOIDENTIFICACIÓN" (request online with video identification). Do not choose "Solicitar online": that option needs a digital certificate you already have.

## Where

Each capital has a Zuzenean office. You can also apply at KZgunea centres, many town halls, Osakidetza counters and Diputación offices: more than 600 points in total. Help line: Izenpe, 900 840 123.

To book at Zuzenean, use the [Zuzenean appointment page](https://www.euskadi.eus/cita-previa-zuzenean-v7/) or call 012. For hours and walk-in times, see [Find an office](https://autonomo.eus/steps/offices#contact-zuzenean). Other points on the [Izenpe map](https://www.izenpe.eus/puntos-de-solicitud-de-bakq/webize00-cn2ciudadania/es/) set their own appointment rules, so check with the point you choose.

### Álava

**Vitoria-Gasteiz:** Zuzenean office, Ramiro de Maeztu 10.

### Bizkaia

**Bilbao:** Zuzenean office, Gran Vía 85. By appointment only while building works last.

### Gipuzkoa

**Donostia:** Zuzenean office, Andía 13.

## Cost and time

- Cost: free.

## Common mistakes

- Using basic *Bak* instead of BakQ. In Álava, Bak works only for simple tasks such as confirming a tax draft. BakQ works with all three Haciendas.

## From our experience

We got our BakQ online by video identification, using a TIE.
