Public adult education centres teach Spanish to foreigners, and Basque courses from A1 to B1 cost a single €120 payment in 2026-2027.

## Spanish

- **Where:** public adult education centres (*CEPA*, also called *EPA* or *HHI*). Their courses include "Spanish and/or Basque for foreigners". The Basque Government lists every centre, with a link to its website, in the [directory of adult education centres](https://www.euskadi.eus/organizacion-de-las-ensenanzas-ensenanzas-de-regimen-general-educacion-de-personas-adultas/web01-a2hikast/es/) ("Directorio de CEPA", grouped by territory).
- **Who:** anyone aged 18 or over, or turning 18 in the year they enrol.
- **When to enrol:** 1 to 16 September 2026, or 25 January to 5 February 2027.
- **How to enrol:** through the centre itself. Find it in the directory, then phone or email it to ask for the next start date and what to bring.
- **Good to know:** a group opens only when at least 15 students sign up, and each centre sets its own courses. The Basque Government page does not list fees for these centres, so ask about fees when you contact the centre.

The centre in each capital:

### Álava

**Vitoria-Gasteiz:** [EPA Paulo Freire](https://cepapaulofreire.hezkuntza.net/es/inicio). It teaches Spanish for migrants (*castellano para migrantes*) in five levels, up to preparation for the DELE and CCSE nationality exams, and Basque for migrants.

### Bizkaia

**Bilbao:** [CEPA Bilbao](https://www.cepabilbao.eus/es), Luis Iruarrizaga 13. Phone 944 154 754, info@cepabilbao.eus. Its website says its courses, including Spanish for foreigners, are free. New students for the Spanish courses can enrol on the first two teaching days of each month.

### Gipuzkoa

**Donostia/San Sebastián:** [CEPA Donostia HHI](https://cepadonostiahhi.hezkuntza.net/es/inicio). For other towns, see the directory above.

## Basque (*euskera*)

- **Where:** a Basque language school (*euskaltegi*). Find one near you in the [HABE euskaltegi finder](https://www.ikasbil.eus/es/euskaltegiak): filter by territory (*Provincia*) and town (*Municipio*). The Basque Government also publishes the [official register of euskaltegis](https://www.euskadi.eus/gobierno-vasco/-/euskaltegis/), with addresses. Town-run schools are listed by [Udal Euskaltegiak](http://www.udaleuskaltegiak.eus/es/).
- **Euskara Bonua 2026-2027:** pay €120 once, when you first enrol. After that, levels A1 to B1 are free up to a set number of hours, for example 720 hours if you start from zero. Students who had the bonus in 2025-2026 pay nothing.
- **How to apply:** through your Basque language school (*euskaltegi*) when you enrol. You fill in the application form (*Anexo I*) at the euskaltegi, which helps you with it. The euskaltegis send the applications to HABE by these deadlines: 6 November 2026, 16 April 2027 and 17 September 2027. Grants are given in order until the money runs out, so apply when you enrol.
- **Welcome courses (AISA):** Basque plus everyday life and culture, for people arriving from abroad. Free. You sign up through a euskaltegi or your town hall: contact a euskaltegi from the finder above and ask for an AISA course.
- **Refunds for 2025-2026 courses:** if you enrolled between 1 June 2025 and 30 September 2026 and passed a level, HABE refunds up to €600 (A1), €800 (A2), €900 (B1) or €1,000 (B2). Contact ikasle-laguntzak@habe.eus, 943 022 600.
- **HABE**, the Basque Government body for adult Basque learning: Vitoria-Gasteiz kalea 3, 6th floor, 20018 Donostia. Phone 943 022 600. [HABE website](https://www.habe.euskadi.eus/s23-hasiera/es/).
