## Contact your Hacienda Foral

The Hacienda Foral is the tax office of your territory. You deal with the one where you live.

### Álava

- **Office:** Capuchinos de Basurto 2 and 4, Bilbao. Monday to Friday 8:30 to 14:00, preferably with an appointment.

### Gipuzkoa

- **Offices:** Errotaburu 2 or Okendo 20, Donostia/San Sebastián. Monday to Friday 8:30 to 14:00.

## Contact Social Security

Social Security (*Seguridad Social*) has two bodies you will deal with. The TGSS (*Tesorería General de la Seguridad Social*) handles your registration as autónomo and your monthly fee. The INSS handles healthcare and benefits.

- **Phone (registration and fees, TGSS):** 915 410 291 or 901 502 050. Monday to Thursday 9:00 to 18:00, Friday 9:00 to 14:30.
- **Phone (healthcare and benefits, INSS):** 915 421 176 or 901 166 565. Monday to Friday 9:00 to 20:00.
- **Online office:** [Import@ss](https://portal.seg-social.gob.es/wps/portal/importass/importass) for your registration, your Social Security number and your working life report (*informe de vida laboral*). Log in with Cl@ve, a digital certificate or SMS. Without these, say you have no digital identification, take a selfie and upload your ID. The TGSS checks it before it answers.
- **Online help:** the [Import@ss contact page](https://portal.seg-social.gob.es/wps/portal/importass/importass/contacto) lists the phone lines and a form to send a question (*Consultas*).
- **Book an appointment at an INSS office (*CAISS*):** [cita previa for pensions and other benefits](https://sede.seg-social.gob.es/wps/portal/sede/sede/Ciudadanos/cita+previa+para+pensiones+y+otras+prestaciones/13cita+previa+para+pensiones+y+otras+prestaciones). Without a certificate or Cl@ve, choose "Obtener" (get). By phone, any time: 915 412 530 or 901 106 570.
- **Visit a TGSS office:** most TGSS procedures are online in Import@ss. For a visit, call 915 410 291 first and ask how to get an appointment.
- **Find an office:** [Social Security offices](https://www.seg-social.es/wps/portal/wss/internet/OficinaSeguridadSocial/). Filter by body (INSS or TGSS) and by province.

## Book a police appointment

The Policía Nacional issues the TIE card, the NIE and the EU registration certificate. You need an appointment (*cita previa*).

1. Open the [appointment website for foreigners](https://icp.administracionelectronica.gob.es/icpplus/index.html).
2. Choose your province: Araba/Álava, Bizkaia or Gipuzkoa.
3. Choose the procedure (*trámite*):
   - TIE, first card: the one that starts with "POLICÍA-TOMA DE HUELLAS (EXPEDICIÓN DE TARJETA)" (fingerprints for the card)
   - EU registration certificate: "POLICÍA-CERTIFICADO DE REGISTRO DE CIUDADANO DE LA U.E."
   - NIE only: the one with NIE in its name. The police list this service as "Certificados y asignación de NIE".
4. Pick an office, a day and a time. Save the confirmation and bring it.

- **Fee form:** [form 790 código 012](https://sede.policia.gob.es/Tasa790_012/ImpresoRellenar). Fill in your details, pick your procedure, choose "En efectivo" (cash) and click "Descargar impreso rellenado" (download the filled-in form).
- **Pay:** at any bank, savings bank or credit cooperative. You do not need an account there. Bring the paid form to your appointment.

## Contact the immigration office

The immigration office (*Oficina de Extranjería*) handles residence and work authorisations. It belongs to the Spanish Government Delegation, not the Basque Government.

- **Book an appointment:** the same [appointment website](https://icp.administracionelectronica.gob.es/icpplus/index.html) as the police. Choose your province, then the immigration office procedure: initial applications (*solicitudes de autorización inicial*) or renewals, extensions and changes (*renovación, prórroga o modificación*).
- **Ask in writing:** the [immigration office enquiry form](https://sede.administracionespublicas.gob.es/ayuda/consulta/extranjeriacg). Choose your province's office under "Oficina". You get a tracking number by email.

### Álava

**Vitoria-Gasteiz:** Olaguibel 1. Phone 945 759 480 (information and appointments), Monday to Friday 9:00 to 15:00.

### Bizkaia

**Bilbao:** Barroeta Aldamar 1, ground floor. Phone 944 509 435.

### Gipuzkoa

## Contact your town hall

You register your address (*padrón*) at the town hall (*ayuntamiento* in Spanish, *udala* in Basque). For any other town, search for the town's name with "ayuntamiento" or "udala" to find its website and phone number.

### Álava

**Vitoria-Gasteiz**

- **Phone:** 010, or 945 161 100 from outside the city
- **Book an appointment:** [cita previa at the citizen offices](https://sedeelectronica.vitoria-gasteiz.org/portal/es/cita-previa-en-las-oficinas-de-atencion-ciudadana-oac) (*Oficinas de Atención Ciudadana*). Online you need a digital certificate or the city card (*TMC*). Without them, book on 010.
- **Register online:** [alta en el padrón municipal](https://sedeelectronica.vitoria-gasteiz.org/portal/es/w/alta-en-el-padron-municipal). Choose the form for your type of housing.

### Bizkaia

**Bilbao**

You can also go without an appointment.

### Gipuzkoa

**Donostia/San Sebastián**

- **Book an appointment:** [cita previa](https://www.donostia.eus/es/contacto/servicio-cita-previa). Choose "Solicitar cita previa" (request an appointment). You can also go to an Udal!nfo office without one.

## Contact Lanbide

Lanbide is the Basque public employment service. You register here as a job seeker (*demandante de empleo*) before you apply for the start-up grants.

- **Phone:** 945 160 600. Monday to Friday 8:00 to 19:00, and 8:00 to 18:00 in July and August.
- **Book an appointment:** [Lanbide appointments](https://web.lanbide.eus/apps/CIT_PRINCIPAL?LG=C) ("Solicita cita"), by phone on 945 160 600, or in the LanAPP app. Offices see you only with an appointment, Monday to Friday 8:30 to 14:00 (8:30 to 13:30 from June to September).
- **Register as a job seeker online:** [Solicitud de inscripción en Lanbide](https://web.lanbide.eus/apps/ALTA_LANBIDE.GE_ALTA_LANBIDE_INI?LG=C) (Lanbide registration). You need BakQ, an FNMT certificate, an electronic DNI or a citizen certificate. BAK does not work here. Without one of these, book a first registration appointment.

## Contact Osakidetza

Osakidetza is the Basque public health service.

- **Find your health centre:** [health centre finder](https://www.osakidetza.euskadi.eus/buscador-de-centros-sanitarios-y-hospitales/webosk00-cercon/es/). Choose the type of centre, your territory and your town.
- **Book a doctor's appointment online:** [cita previa web](https://zitaberria.osakidetza.eus/o22PlamWar/iniciologin.do?idioma=cas). Enter your health card (*TIS*) number or your DNI/NIE, your first surname and your date of birth. You get an appointment code (*código de cita*). Keep it to change or cancel.
- **Book in the app or by phone:** use "Cita Previa" in the Osakidetza app, or call your health centre.
- **Health advice (*Consejo Sanitario*):** 900 203 050, 24 hours a day, every day. Choose the "Consejo Sanitario" option. A nurse tells you what to do.
- **Emergency:** 112.

## Contact Zuzenean

Zuzenean is the Basque Government's citizen service. It helps with Basque Government procedures and registers your documents.

- **Phone:** 012 or 945 018 000
- **Book an appointment:** [cita previa online](https://www.euskadi.eus/cita-previa-zuzenean-v7/), or call 945 019 000.
- **Without an appointment:** in Donostia/San Sebastián and Vitoria-Gasteiz, 8:00 to 11:00 and 15:00 to 17:30, while places last. Bilbao sees people only with an appointment during the building works.
- **Offices:** see the tables above.

## Book at the traffic office

The DGT (*Dirección General de Tráfico*) handles driving licences, including exchanging a foreign licence.

- **Book an appointment:** [DGT cita previa](https://sede.dgt.gob.es/es/otros-tramites/cita-previa-jefaturas/). Choose "Online - Solicitud, consulta y anulación de cita" (book, check or cancel). Pick the office, the area and the procedure, then "Pedir cita" (book). You get a confirmation by email.
- **Phone:** 060, automated 24 hours. Staff answer Monday to Friday 9:00 to 18:00. From abroad: +34 902 887 060.
- **Your office:** the provincial traffic office (*Jefatura Provincial de Tráfico*) of your territory. Álava is in Vitoria-Gasteiz, Bizkaia in Bilbao and Gipuzkoa in Donostia/San Sebastián. Addresses and hours are on the [DGT office map](https://www.dgt.es/conoce-la-dgt/donde-estamos/).
